The purpose of this letter is to enable the person to whom it is addressed, and bondholders in general, to understand the nature of the possibilities which may lead them to hope to receive dividends from Greece, which in terms of creditor quality are justified to submit a claim. In dealing with this subject, Mr. Blanquier glances at the present state of the war, and the probable consequences of the measures adopted by England, France, and Russia. He considers it certain that the Sultan will not persist in his opposition to the allies. Resistance from the Gate would be completely useless. By the measures expected to be adopted by the combined forces, neither the Seraskieris nor Ibrahim Pasha would be able to carry on the war for ten days, and also a Russian army of a hundred thousand men would cross the Pruth as soon as it was known that the Turks were determined to continue the fight...
